I get that there are different philosophies in that scenario but I would have fouled him or the other ball handler before they were even in position to shoot. I read somewhere that in those situations about 20% of the time, the 3 is made. The other scenario results in a team making the first foul shot, missing the second on purpose, getting the rebound and scoring to tie the game about 5% of the time.
