Looks like one thing they are trying to combat are the transfer portal students not staying on track in their degrees. That part could slow down some of the transferring if it's done properly, but I won't hold my breath.

This isn’t new information regarding transfers. The rule on being on track for graduation has always been there for transferring. It’s been an issue for those athletes looking to transfer into UNC system schools for awhile now.

For those who argued PAC-12 would stay autonomous:
The board also moved the Pac-12 from an autonomy Football Bowl Subdivision conference to a nonautonomy FBS conference, which impacts the weight of its vote at the council level and participation in the autonomy legislative process.
