Was Brown there in time to have recruited Howell?

From what I read Howell switched from another school to UNC-CHeat soon after Brown became the head coach, so I think the answer is yes.

Switched from Florida St. Phil Lingo recruited Howell when he was at Ole Miss I believe. The combination of the offense they were going to run and I am sure Mack's recruiting pitch, etc. and FSU declining probably played a role in that decision.
