I believe in Georgia, the school systems can set the property tax rate, so if they want to fund a new stadium, the rate goes up, borrow some money and bam, new stadium.

This is Buford GA, in Gwinnett County (2nd biggest county in state), but the Buford City runs this high school and not the county. Thus they fund the city school system and have money because the city has money.
Little factoid, Gwinnett County is a very large school system, one of the largest in the country and used to have the best schools in GA, but has declined in overall ranking over last 20 yrs because of crap management in recent years. Now it ranks middle of the state and parents look for private and/or city schools like Buford to put their kids. That is an underlying driver for why they invested in the Buford City schools.

Not related but did anyone see where the Forsyth/Winston-Salem School system is 48 million dollars in the hole? Started out much less than that but has grown to 48 million. They have asked Forsyth County and Winston-Salem for 8 million and now asking the state legislature for help. Unbelievable. How, with supposedly talented people in positions, do you get in debt that far?
