I called UGA parking today and they said Williams St parking lot is a permit lot through the Georgia athletic association. They recommend two parking decks, but tailgating was not allowed. It's exactly like what I said before. You can tailgate in any of the outdoor lots on campus (such as Williams Street Lot), but not in the parking decks. Just about every parking lot on campus is permitted through the UGA Athletic Association on gameday's. You will need a parking pass if you want to tailgate anywhere within about a mile radius of Sanford Stadium on campus. Your best bet to tailgate on campus without a parking permit would probably be the Driftmeir Engineering Center on extreme South campus. It's a pretty good sized lot, but does fill quick on gameday's.
You can also park at the intramural fields and take a shuttle to/from Sanford Stadium, but this area is well away from campus.

You need a parking permit to park anywhere within about a mile of the stadium on campus. You will not be allowed into the Williams St lot without one. Your best bet is the Driftmeir Engineering Center on South Campus, but bring your walking shoes.
