I don't buy the take that it hurts them more than it helps them to play App. Nationally, nobody remembers we beat South Carolina or UNC and they wouldn't remember if we beat NC State. It just opens up more opportunities for the fans of App to give NC State fans shit and that's it. More than likely, athletes are still going to chose to go to NC State over App for sports regardless anyway so why not just play. maybe it's just a reschedule? However, the ECU says the word is that State is going to cancel their game in 28.

Hopefully, they get that legislation passed that will force these type of games to happen within the state.
Not sure when that may become law.
Looks like it would become law on July 1 of this year if passed, has currently passed its first reading. Couldn’t find a date for further voting on it.

How about brand value, or athletic budget, or literally any other measurable that exists.

It's not even close..even for football. UNC owns State all time in football and basketball. It is what it is...but that is not really the debate.
Whether you like them or hate them, Heels showed up....and we shall see if State does... although not formally announced..given date conflicts, not looking good it would seem.
If State really wanted to boost its non-conference schedule with ACC teams not on its schedule, it would schedule FSU, Miami, Louisville in years not playing them....not Virginia who is a bottom dweller in ACC..They skerred of playing App. St.

I wouldn't mind Purdue, below average "power five" football team with a good engineering program. Almost a perfect replacement.
